This district borders District 3 on the north, east, and southeast sides. It includes all of Columbia REA’s service area in Oregon east of Pepper Bridge Road and includes customers in the Valley Grove, Dixie, and Five Points areas of Walla Walla County.

Donald Meiners, of 4422 Spring Creek Road, Waitsburg is a retired farmer. Don has been a member of the Columbia REA Board of Directors since 1977. He is certified by the National Rural Electric Cooperative Association as a Cooperative Director. He is also a member of the Walla Walla Farmers Cooperative Board, the Walla Walla Grain Growers Board, the Walla Walla County Farm Service Agency Board, and the Episcopal Church Vestry. Don and Geanice have been married for thirty years. They have seven children and thirteen grandchildren.
