This district covers northern Walla Walla and Columbia Counties south of the Snake River. Included in this district are the Town of Starbuck and customers around Sheffler, Clyde, Pleasant View, Turner and Marengo.

Katie Wooldridge of 808 Hwy 261 is a teacher and coach. A graduate of Whitman College, she has a degree in Political Science and a Masters in Educational Technology. Katie belongs to Columbia County Cattlemen's and serves as a volunteer firefighter with Fire District #1. She is also a small business owner. Katie and her husband, Tony, have two children.
